Rules

 

1.0 GENERAL                                                                                                                                         

PARTICIPANTS
You must be 15 or over to participate in Rekreatur ™ (hereafter RR). You must be capable of finishing an entire route in the time and rules determined by the race organizer. Cyclists younger than 15 may join RR only under parental survervision. There are no restrictions on sex or status of a cyclist (professional or recreational) or bicycle type. However, the bike must be manually ridden.

TEAMS
Each competitive unit in RR is a team consisting of 4 to 8 cyclists and any number of companions (accompanying in vehicles).
The Team is in contact with the race organizer (applications, entry-fee payment, possible team changes, etc.) via its captain or his deputy. The captain is one of the cyclists while the deputy can be any other registered member of a team.
The Team’s name is a free choice, but should not be offensive in any language. This will be determined solely by the race organizer.
Participation of a team is only confirmed when the total fee is paid by the deadline determined by race organizer.

COMPANIONS
Team companions assist with the team’s accommodation, technical help during cycling, drinks and food.  Each team covers its own costs. Companions who will be registered as part of a team and pay the full entry-fee, enjoy the same rights as other members of the team.
For cyclists who do not have their own escort vehicle, transportation of personal belongings will be arranged by the race organizer for the entire route. Belongings will be made available at every checkpoint and the finish line of each stage, but only during the stated race times.

NOTE:
Team companions should not be additional cyclists in the team! In this circumstance the rule applies, “ALL CYCLISTS CROSS THE FINISH LINE”

CANCELLATION POLICY
Organizer under applicable laws reserves the right to cancel the event no later than 30 days before its start in case there are less than 50 participants. In this case, he returns fee to participants in 100% amount and  interest-free. The race Organizer may cancel RR entirely or in separate stages in case of overwhelming circumstances. This measure is only used when the assessment is made that continuing would be inappropriate or life threatening. In this case the participant fee is not refundable.


REGISTRATION
Application on Rekreatur is only possible on www.rekreatur.si. Team declared its leader and at least 4 members.  Later, the team leader may be amended and supplemented but only up to 30 days before the event.
Cancellation of a team or an individual member must be addressed to: info@rekreatur.si and is valid only if it is sent by the team leader or his deputy.

In case of cancellation, the organizer has the right to reimbursement of the costs that are associated with failure and are as follows:
up to 30 days before the event: 4% of the value of the package;
29-20 days before the event: 30% of the value of the package;
19-9 days before the event: 50% of the value of the package;
8 – the day of the event: 100% of the value of the package;

NOTE:
70% refund paid package for cancellations to memeber or whole team up to 8 days before the event is possible in case of injury, illness or force majeure.  In this case, the organizer shall furnish proof – a copy of the official document of injury, illness or force majeure.

LIMITED  NUMBER OF APPLICATIONS
The number of registered participants in Rekreatur is limited to 240 (all registered participants – riders) and 30 teams of 8 riders. When the number of participants exceeds this limit, each following sign placed in the waiting room. If for any reason any registered team denounced the participation of replacing it first from the lobby. Number of participants  teams may be increased, if the organizer considers that this will not endanger their security and focus on Rekreatur.

SAFETY
All RR participants (cyclists and their companions) must follow local traffic regulations. Participants take part at their own risk and responsibility and the race Organizer is not liable for any damages or laws violated.

The RR COLUMN
Consists of:
The first official escort vehicle with the sign ‘START OF COLUMN’ and yellow flashing lights.
The first vehicle drives in front of the first team in the procession of all participating teams. Any cyclist who will overtake the first vehicle will not be considered as a part of a RR column anymore and therefore will not be under RR supervision. This means, in the case of an accident, priority goes to cyclists riding within the column and not to the cyclists outside the column. Consequently, insurance claims only apply to cyclists within the column and not outside. The race organizer, in the case of an incident occuring outside the column, is not obliged to provide technical support (bicycle repair, transportation, etc). To be clear, stay in the column!

Last official vehicle with the sign ‘END OF COLUMN’ and yellow flashing lights. The Last vehicle drives strictly behind the last team of the column according to determined course. If each cyclist or team either stops or turns off the determined course in order to rest or for any other reason excluding an accident, the last vehicle has the right to overtake it and consequently the team is no longer part of a column, which means the rules above apply. The last vehicle therefore has the same role as the first vehicle.

The RR REFEREE COMMITTEE
Consists of two representatives of the race organizer and one representative of the participating teams. The latter is the captain of a team that claimed the orange jersey at the last RR. If the ‘orange jersey team’ is not represented, then the team representative is selected from the current leading team at the first meeting – prior to the prologue.
The RR committee confirms the results and deals with any complaints. It’s operating mandate is from the official start of RR until 48 hours after the announcement of the final results.
Written or oral complaint is given by the team captain to team representative. The RR committee deals with complaints made at the latest before the start of the next stage or up to 48 hours after the announcement of the final results. Complaints are dealt with in the presence of all referees. The verdict is valid if confirmed by at least 2 members of the committee and is considered final with no possible objection.
The RR committee meets as necessary or on any request of a referee.


2.0 APPLICATION

APPLICATION FORM
Application to RR is only possible via www.rekreatur.si. The application form should be filled in by the team captain with a minimum of 3 other participants. The number of teammates can be changed any time but no later than 30 days before the event start.  Cancellation of the team or individual member can be done only by the team captain or his deputy and via email: info@rekreatur.si.

Registration fee refund for each member or the entire team is subject to the following conditions:

  • 100% refund for cancellation up to 30 days before the event;
  • 50% refund for cancellation between 29 – 20 days before the event;
  • 20% refund for cancellation between 19 – 10 days before the event;
  • No refund for cancellation 9 days before the start of the event

PLEASE NOTE:
A 70% refund for cancellations up to 7 days before the event is possible in the case of injury, illness or other circumstances. In these cases, please provide official proof – copy of medical report, etc.

LIMITATION OF PARTICIPANTS
The number of registered participants of RR is limited to 320 (all registered participants), or 50 cycling teams. When the number of participants exceeds this limit, any additional application is placed in the so called ‘waiting room’. If any registered team cancels its participation, this gives a spot to the team in the waiting room. The organizer may increase the number of participating teams, only if considered safe.

RIGHT of RESERVATION
The race Organizer is allowed to reserve the participation for a team of Orange jersey (the team receiving the orange jersey for the last RR) with the condition that the team captain or his deputy is the same person (with the consent of the race organizer) and participating members of the team are at least 50% of the members who won the orange jersey. Reservation is valid for 30 days from the start of ‘open application’ date.  If none of the above teams confirms the application within the given time and conditions, they lose their status.

3.0 CYCLING RULES

START-LIST
A Team is placed on a start list when the registration fee is paid in full before the due date. No later than one hour before the start of the first team in the prologue RR, the team captain must hand in the application forms with the statement and the original signature of the individual teammates. Without this your team cannot take part!

STARTING ORDER
Each team starts  1-2 min after the preceding team. The race order is set as the opposite of the stage finish time order according to the absolute – e.g. team that rides the longest will start the first. Drawing lots for the start number will be done by the race organizer at least 5 days before the date of a prologue. Start number 1 is worn by the orange jersey team from last RR. If the latter team is not participating then number one is also drawn.

START
Each team starts according to the start-list. You must not start earlier than determined. If you do you will incur a penalty of 10min added to your team’s absolute time deviation from the average time of all teams. Starting time and the number of cyclists is registered with the race timekeeper. If a team misses its starting position, it starts as the last team. In the case where more teams miss their start, they start among the last but according to their arrival time to the starting line. However, the official starting time is used and not the actual one.

TEAM START NUMBER
Every cyclist must have a registered team start number attached to the handle of their bicycle. On the opposite team is not allowed to make any complaint concerning its stage or penalty times. On the prologue or any other stage, a team is allowed to start with any number of cyclists but no less than 4. In exceptional circumstances, such as illness or injury, a team can start with less than 4 cyclists, but only with the race organizer’s approval. In this case, there is no penalty time.
Start time, checkpoints and finish line opening can be adjusted by the race organizer due to bad weather conditions or any other circumstance. If so, all team captains will be notified via SMS. Adjustments can be immediate.

CHECKPOINTS (CP)
CP is operational within the time limits determined by the race organizer. A team cannot register at the checkpoint prior to its opening. Time spent at the checkpoint is not counted in the riding time.

Registration at the CP
Each Team must:

  • Reach the checkpoint during its time of operation. The arrival time of a team will be the registration of the last arriving teammate.
  • Register with the same number of cyclists as at the starting line.
  • Ensure all team members have the team number attached to the handle.
  • Register at the exact place and in a manner determined by the organizer.
  • Notify the race timekeeper of their departure time.If a team does not meet all these requirements, it gets an automatic 10 min penalty time that is added to its absolute deviation time from the average common time.

Leaving the CP
Teams leave the checkpoint within a 30sec – 1min interval. The start order is fixed by the registered departure time. The departure time of teams that leave the checkpoint after its official closure is equal to the closure time of the CP.

FINISH
The setting of thefinishing time is determined by the race organizer. Arrival before the opening is not allowed.

Each Team must:

  • Reach the finish line during its period of operation. The arrival time of a team will be the registration of the last teammate.
  • Cross the finish line with the same number of cyclists as at the starting line, with no more than 10m between each teammate.
  • All cyclists need to have their team number attached to the handle.

If a team does not meet these rules, it gets a 20 min penalty time added to its absolute deviation time from the average common time.


TEAM’S ESCORTING VEHICLES (cyclist safety)

  • Every team needs to register the number and the type of vehicles that will be escorting the team. Vehicles of non-registered members should also be included.
  • All escorting vehicles need to have a sticker ‘ESCORTING VEHICLE’ on front and back windscreens. Stickers will be provided by the race organizer.
  • Escorting vehicles are allowed to escort their teams within the RR column only where it is stated in the info brochure.
  • Escorting vehicles should not hinder other participants, certainly not cyclists. Slow driving before or after its own team is strictly prohibited.

If these requirements are not met a 10 min penatly time is added to the violating team. If escorting vehicles ignore official warnings and continue to drive in a prohibited way, the race organizer can eliminate it from the RR column and the team gets an automatic 30 min penalty time added to its absolute deviation time. Violation of safety rules is taken into consideration by the RR manager based on findings and witness reports.

RESIGNATION AND REPLACMENT OF TEAM MEMBERS
If during RR any of the teammates resign, he can be replaced by any other non-registered cyclist. This is not allowed during the stage itself, but at the start of a new stage. The New teammate must hand in a signed RR statement before the start. During the stage, cyclists are allowed to take as much rest as needed, but it is important that they appear as a whole team at the checkpoints and finishing line.

RESULTS
The race Organizer times the team riding from its beginning until the finish line. Time spent at the checkpoint is not included.

Average time
Based on absolute times of all teams, we calculate an average time of all teams. The team that finishes the nearest to the average time is the winner of the prologue, each stage and the final winner of RR. Any penalty time added to a team is not taken into consideration for the average time.

AWARDS
After prologue and every stage we announce:
prologue winner / team chosen by the main sponsor or partner of RR.
stage t-shirt / team that is the nearest to the average stage time of all teams.
orange ribbon / team that is the nearest to the average time of all teams in prologue and stage.

After final stage we announce:
orange jersey
/ final winner, nearest to the average time of all stages and prologue.

All registered team members receive free goodies.

Rules of attendance

  • If a team does not appear on the podium in 3 min time after the announcement, it loses status of the winner.
  • The status of the winner is also lost for the team that appears on the podium with a lesser number of teammates.
  • Before the official announcement of results the RR manager confirms whether all the winning teams have the appropriate confirmations from the checkpoints. a team that does not have these cannot win the stage.

In all cases stated above the winner is the next valid team. Exceptions can be made for teams with justifiable reasons. In this case the team captain needs to publicly notify RR.

DISCLAIMER
The race Organizer is allowed to adjust the rules no later than 30 days before the RR opening if they appear unworkable or could effect the quality of the RR race. Team captains will be notified via email or phone, changes will be announced on the RR website.
